Rich Lyles

Rich moved to southern Nevada in 1988 and to Wyoming in 2017. He is a 1991 graduate of UNLV (BS in
Business Administration), and a 1994 graduate of UNLV (MBA). Beginning in college in 1990 Rich first
worked in the public with the Bureau of Reclamation and after three years worked in the private sector
as the CFO and the General Manager for two small businesses. Rich worked as a Government Contracts
Advisor and as the Deputy Director of the Procurement Outreach Program in the Nevada Governor’s
Office of Economic Development for five years, and as the Director for the Wyoming PTAC program for
the past two years. Some of the highlights of his career include:
1. Preparing and submitting a successful GSA contract proposal under schedule 51 V. (Hardware
Superstore – Industrial Commodities). The resulting contract had over 100,000 line items of
product.
2. Helping small businesses compile and submit documentation for certification status such as
woman owned, minority owned, disadvantaged owned, HUBZone, and 8a designation.
3. Helped Wyoming businesses win over $250 M in federal prime and sub-contracts.
4. Taught classes in Accounting, Finance, and Management for Webster University at their Las
Vegas Metro campus and for the College of Southern Nevada.
5. Has been an invited speaker at several local , regional, and nation events, on topics relating to
certification processes and requirements, state and local government bidding opportunities,
federal procurement process, GSA multiple award schedules, FAR regulations, the DoD Emall,
and SAM – the System for Award Management).
6. Has experience working with researching and identifying international sources of supply, and
importing products from several parts of the globe (most notably India, Pakistan, Lesotho and
Australia).
